Budget Hearing/Regular Board Minutes

April 20, 2026

 

The Graettinger-Terril Board of Directors held its Budget Hearing and regular board meeting with the following in attendance:  President  Kevin Jensen, Director Patrick Fairchild, Director Mat Hanson, Superintendent Marshall Lewis,MS/HS Principal Jeremy Simmington, Elementary Principal/Curriculum Director Anita Helmich, SBO Sarah Stillman, Board Secretary Angie Woods, Director of Transportation/Maintenance Phillip Schmitt.  Absent: Director Shamus Currans, Director Joey Moen, Director of Student Service Chad Francis.  All votes are unanimous unless otherwise noted. 

 

BUDGET HEARING

Call to Order-President Jensen at 6:00 pm. In the BoardRoom in Terril, Iowa.   The Pledge of Allegiance was recited.

Determine a Quorum- President Jensen

Adopt Agenda-Fairchild moved to approve the agenda as presented.  Seconded by Hanson.  Motion carried.

Public Budget Hearing- Public Budget Hearing started at 6:01 p.m. with no public comments.  Discussion was held amongst the board members.   Public Budget Hearing ended at 6:09 p.m. 

Adjournment- Fairchild moved to adjourn at 6:09 p.m.  Seconded by Hanson.  Motion carried.

 

REGULAR BOARD 

Call to Order- President Jensen at 6:09 p.m

Welcome/Patron Comments- Heidi Borchers, Amanda Smith, Laura Fairchild, Greg Mart, Rowaida Lair, Leann Dietrich and Trista Guinn.

Approval of Minutes-Motion by Hanson to approve the March 16, 2026 Regular Board Minutes, March 23, 2026 Public Budget Hearing Minutes and April 12, 2026 Special Board Session Minutes.  Seconded by Fairchild. Motion carried.

Bills and Claims- Motion by Fairchild to approve the Bills and Claims.  Seconded by Hanson.  Motion carried.

Financial Reports- Report was given

Discussion item-Cleaning Service

Old Business-

The District Marketing- Report was given by Smith.

NHS- Trista Guinn presented for the NHS on a trip to Lead, South Dakota.  Hanson moved to approve the NHS trip.  Seconded by Fairchild.  Motion carried.

Roof Replacement- Fairchild moved to approve the quote from Grell to replace roofs on the Terril school building for $23,500.  Seconded by Hanson. Motion carried.

Excess Limit for Insurance- Fairchild moved to continue with our current coverage.  Second by Hanson.  Motion carried

New Business-

Activity Calendar: Motion by Fairchild to approve the May 2026 Board Calendar with the next Board meeting May 18, 2026 in Graettinger at 6:00 p.m.   Seconded by Hanson..  Motion carried

2026-2027 Budget: Motion by Hanson to adopt the 2026-2027 Budget.  Seconded by Fairchild. Motion carried.

Negotiated Agreements FY27-Fairchild moved to approve the negotiated agreement with the Education Association.  Seconded by Hanson.  Motion carried.

Graduation list- Fairchild moved to approve the 2026 Graduation list.  Seconded by Hanson.  Motion carried.

Audit Report- Hanson moved to approve the 2025 Audit Report.  Seconded by Fairchild.  Motion carried.

Milk/Bread bid- Fairchild moved to send out for bread bids.  Seconded by Hanson.  Motion carried.

Bank Plus Signer- Fairchild moved to removing Josh Bader as signer at Bank Plus and adding Sarah Stillman as a signer on all accounts and wire transfers.  Seconded by Hanson.  Motion carried.

Field Trips:  Fairchild moved to approve the out of state field trips for the Preschool to the Sioux Falls Zoo. Seconded by Hanson.  Motion carried.  Hanson moved to approve the Kindergarten class field trip to Wild Compass Environmental Education Center. Seconded by Fairchild.  Motion carried.

Open Enrollment- Hanson moved to deny the following open enrollments due to after deadline.  MM-1st to Okoboji, PB-7th to Spencer, MK-6th to Spencer. Seconded by Fairchild.  Motion carried.

Personnel

Resignation: Fairchild moved to accept the resignation of Mitch Girres- 5th grade teacher and Kiana Helmers-3rd grade teacher.  Seconded by Hanson. Motion carried. The board wished them both good luck in their new endeavors.

Hires: Fairchild moved to approve the following hires. Madison Roth-SB Assistant, Mackenzie Hoffman-SB Assistant, Skyler Bonestroo-Head HS Girls Wrestling Coach and Kelsey Anderson-Assistant HS Girls Wrestling Coach. Seconded by Hanson.  Motion carried.

Committee Report- None at this time.

Administrative Reports- Reports were given.

Board Secretary Comments Open enrollments - CD-KG in from Estherville and BM-KG to Spencer.

Board Comments-Fairchild commented on finance.

Adjournment: Fairchild moved to adjourn at 8:11 pm.  Seconded by Hanson. Motion carried.
